East Timor

A former Portugeuse colony, occupied by Indonesia
since the Portugeuse granted independence and pulled their forces out.
In September of 1999, the East Timorese overwhelmingly voted for
independence in a U.N.-sponsored referendum.
Government and military supported militias immediately started
killing and terrorizing the population and foreign aid workers.
By late 1999 things had stabilized with help from the U.N. and Australia.

IANA, the Internet Assigned Numbers Authority,

had seemed to recognize East Timor as a country all along,
as they assigned it the tp top-level domain.
However, to quote RFC 1591 (March 1994),
``
The IANA is not in the business of deciding what is and what is
not a country.
The selection of the ISO 3166 list as a basis for country code
top-level domain names was made with the knowledge that ISO has a
procedure for determining which entities should be and should not
be on that list.''
